NORTHERN Police District (NPD) director Col. Ponce Rogelio Peñones has ordered the arrest of a member of the Valenzuela City police after he was accused of raping a 9-year-old girl, the daughter of his live-in partner.
Peñones said the Grade 4 student from Barangay Dalandanan was accompanied by her mother to the local police to file a complaint against Cpl. Reynold Aggbao Panao, 38. The abuse took place last Saturday at the victim's house in Sumilang Subdivision, also in the same village.
The suspect was presented to Peñones and Mayor Weslie "Wes" Gatchalian, who both assured the family of the victim that the suspect will be criminally charged. The suspect has been detained at the city detention facility since rape is non-bailable.
In a report to the NPD director, city police chief Col. Salvador Destura Jr. said that he immediately confiscated the suspect's service firearm, badge and identification card (ID) as an administrative case was filed against him subject to summary dismissal proceedings.
Reports from the Women's and Child Police Desk showed that the alleged rape took place around 1 a.m. on September 3, while the victim and her mother and son were sleeping.

The victim said the suspect sexually abused her and only stopped when her mother was awakened.
When she was about to get up to switch on their lights and reveal her ordeal to her mother, the suspect whispered to her not to report what happened or he would harm her mother.
Out of fear, the victim left the room and went to her brother, who was sleeping in the living area, police said.
The mother asked the victim what the suspect had done to her, and then she revealed that the suspect sexually abused her.
The victim's mother immediately sought assistance from nearby Dalandanan Police Sub-Station, which resulted in the suspect's arrest.
Gatchalian said the city government has been supportive of the local police, especially on its personnel's welfare and other benefits.
"But we will punish and prosecute those men in uniform who commit crimes which they are supposed to deter," he said.
The NPD chief said that they never allow abusive policemen to remain in the organization.
"He (Panao) will rot in jail," Peñones said.
